Zoe is the Minister for Tourism and Multicultural Affairs in the South Australian Malinauskas Labor Government.

She is driving record-breaking visitor expenditure, expanding international airline connections, delivering major events for the state, and strengthening South Australia’s reputation as Australia’s number one destination for food and wine.

Key highlights include launching the state’s place brand Celebrate the Simple Pleasures and championing the establishment of the historic direct flights between South Australia and the United States.

Zoe is leading significant policy development across multicultural affairs, including the Multicultural Community Fund, the Ambassador Program, the establishment of Multicultural Chambers of Commerce, and unprecedented support for Community Language Schools.

From 2018–2022, she served as Shadow Minister for Trade, Tourism and Investment.

First appointed as a Minister in 2014, Zoe advanced major reforms across ageing, multicultural affairs, social housing and youth. During this period, she delivered cheaper energy bills for concession-holders, introduced the Cost-of-Living Concession, tripled the multicultural affairs budget, and strengthened protections and representation for residents of Retirement Villages.

Zoe was elected as the Member for Ramsay in 2012. She has a longstanding interest in education, training, and business investment, and is driven by a commitment to ensuring all South Australians can participate fully in the economy.

Born in Whyalla and raised in Gawler and Kapunda, Zoe attended Kapunda High School. She now lives in Salisbury with her husband and son.

She holds a Bachelor of Arts from Flinders University and an MBA from the University of Adelaide.

Before entering Parliament, Zoe worked for a leading Australian tourism operator and served as a director of a public affairs company.

WHERE AND WHAT IS RAMSAY?

The district of Ramsay was created at the 1983 boundary redistribution and was contested and represented for the first time in 1985. 

The electorate of Ramsay includes the suburbs of Salisbury, Salisbury Plain, Salisbury North Burton, Brahma Lodge, Elizabeth Vale, Direk, Salisbury South and parts of Paralowie and Elizabeth South.

It is named after Alexander Maurice Ramsay CBE, who was General Manager of the South Australian Housing Trust for over 25 years, and was a prominent figure in community affairs, devoting his talents to improving the lives of South Australians.
